Project Summary
The Westside Infill Transit Oriented Development (WI-TOD) project will deliver 201 affordable housing units on the east side of Paradise Creek, located at 2020 and 2100 Hoover Avenue. The project will also construct an approximately 4-acre Community Park on the west side of Paradise Creek. Pursuant to the City’s obligation to the former redevelopment agency to carry out the Disposition and Development Agreement (DDA) by and between the Community Development Commission of the City of National City and Paradise Creek Housing Partners, L.P., a California limited partnership (“Developer”), entered into June 21, 2011, the City is responsible for demolition of existing facilities, which includes City Public Works operations, site remediation, and rough grading, to allow for construction of the WI-TOD.
On December 17, 2013, per City Council Resolution 2013-194, the City of National City entered into a Site Infrastructure Agreement with the Developer that will reimburse the City up to $4,000,000 for project expenses related to WI-TOD site preparation and relocation of City Public Works. This project has been deemed by the State of California Department of Finance as an “Enforceable Obligation” to the Successor Agency, allowing for the use of 2011 Tax Allocation Bonds.
